Default drive belt problem

I'm in the process of building a big block cart, with a Honda GX620 motor for power. I'm using a vegas carts, big block engine cradle, and the rear end is a spicer unit with foreward, neutral, and reverse.
With everything in place, I measured and ordered a belt, that I thought I would need.
Not knowing how loose the belt should be, I slid the motor back far enough for easy installation of belt.
The belt is quite loose between the clutches, but the drive clutch grabs it enough, to spin the driven clutch, with the rearend in neutral.
I slid the motor back far enough, that when I rev it up, the drive clutch closes, but the driven clutch does not open. Yet, the drive clutch grabs the belt, and turns the driven clutch.
The belt should be loose enough, that I could turn the driven clutch by hand, and the belt should not catch in the drive clutch, but it does.
Do I need to reset the drive clutch, so it is wider at idle?
I am pretty handy with tools, but am not sure which way to go with this problem.
I've had the motor running, and taking a pipe, I've lifted the bottom side of the belt up, trying to get it to slip in the drive clutch, and can get it to almost stop. I know this isn't right, and shouldn't happen.
I'm using a comet 94 duster clutch,{the better one}, with a club car driven clutch. The belt is 1 5/16 wide and 54 inches long. It fits the driven clutch perfectly.
The comet clutch is about 7 inches across, the driven is 10 inches across. the distance between the centers of the clutches is 17 inches.
Please, anyone I need help. If I need to re do the drive clutch, I could use some information here, on what, and how to do it.

The comet 94c is likely set up for a belt that is 1-3/16" wide. Yours is 1/8" wider and will lead to issues.
How did you determine the length of belt you needed. Did you calculate it, or did you measure and add 2 inches?

I am using a 1 5/16 belt, because it fits in the driven clutch perfectly. It rides in the clutch, with just a fraction over the top edge of the clutch.
As for the belt length, I had an old John Deere Gator drive belt, which was longer, cut it, then ran it around the 2 clutches, overlapping the ends, and determined what I thought would be loose enough. I had the motor slid as close to the driven clutch as I could, and from there marked the belt, and measured the length.
When I got the belt, I had to slide the motor forward some, to compensate for belt length, but have enough room for adjustment. Thanks to Vegas Carts for the long slots in the engine plate.

I don't know of any cart that takes a 1-5/16" wide belt.
If the 94c is set up for a 1-3/16" belt, you will chase this problem until you get the correct width belt.

You can measure for the belt. Maybe try it just to verify your length.

Using a seamstress tape, wrap the tape around the outside(top edge) of the secondary clutch, around the center shaft of the primary clutch, then back to the secondary. Take that measurement and add 2" to it. See if it is close to what you ordered.

I need to correct myself. I am running a 1 3/16 inch belt not the 1 5/16 belt

Is the 94c set up for a 1-3/16" belt. There are 3 different settings.

The belt I've ordered and using, is an, A&I Products belt # 1922V544. It is 1 3/16 wide, by 54.4 inches.

I'm not sure what the clutch is set up for. I bought it off E-Bay. Where would I measure, to find what it's set for?
If I need to order a spacer or whatever, to achieve the proper width, do you know of a good place to order. I may need pucks and a spring too. Not sure what's inside. I just pulled it out of the box, and slapped it on. It's for a tapered crankshaft, and mine is straight, so I ordered the tapered bushing for it.

What's the part number of the 94c? Do you have a link to the ebay listing?
The part number will tell you what size belt it is set up for.

I just checked my E-bay listing. It is not an actual comet duster 94c clutch.
The ad, says it's an EZGO rear drive clutch. It fits all gas 2 cycle 1984-94, and 89-94 4 cycle EZGO's.
I had thought these were made by comet, as it looks just like one. This one has the better cover, where it's not smooth, but has the raised ridges, to keep the pucks from sliding around.
Hopefully these can be adjusted, or I'm going to have to disassemble the driven clutch, and see if something can be done there. Maybe have to get a wider belt too then?
