Question Governor adjustment? WOT help!

My cart goes from idle to WOT when I hit gas, and won't come back down. I think is issue with governor. How do i fix this??? I have tried to adjust it and can't seem to get it dialed in. It has done this in past too, but was able to adjust it. Can't remember exactly what to do though now. Have to turn off by key and then it does it all over again. I have a B&S 18 HP V-twin. It runs at about 1100-1300 RPM at WOT.

How is the throttle cable hooked up? A pic speaks a thousand words.
Are you saying the motor only turns 1300rpms at WOT?

Here is a pic. It worked fine before, but has had issue in past when messing with the governor. Such a pain.

When this occurs, is the bellcrank(circular part that the throttle cable is attached to) going over center, and sticking that way?
You didn't say if you meant 1300rpms at WOT.

I checked everything. Nothing gets stuck. It is at 1300 rpm at WOT. Cart usually runs at that and hits about 30+ mph. We use as daily driver In Community. The governor just doesn't push back like it's supposed to and I can't find the right way to adjust it. Turn it right or left and which way with lever. Or put in middle on both?

If the motor was running 1300rpms at WOT, there is no way you would get to 30mph. Something isn't adding up here.

I have one of those small digital tachs with the hour meter too and that's what it reads. Always been that way. Just trying to figure out how to adjust and fix the governor issue. Not sure how to adjust. Googled it and all ways they show didn't help. Goes all WOT after I hit has about half way, then gets stuck there.

Go out and press the pedal without starting the motor. See if anything is sticking. The bellcrank is designed to go over center and stay there.

Okay so after reading more on google I finally found someone that had same problem. their governor was bad. So y question now is, If I remove the governor, will that help, or should I get it replaced? If I remove it, what else needs to be done. I don't want a speed monster, just a reliable cart. I also don't want to spend tons of money on a bunch of mods. I saw a post in here about removing it, but none of the pics work.

So you checked it out and found that you need to pull the throttle back, is that correct?
