Default Comet duster clutch help!!!!!

I got my cart all built but I am having a problem. Has a vtwin Honda motor and clutch works great but problem I am having is I can't put the cart in reverse or shift to forward with the cart running. I have to turn it off then put it into gear cause the belt is to tight and wants to grab while at idle so it won't let it shift out of gear while running. Is there supposed to be a small gap between the belt and the clutch? Mine there is zero gap and it's almost like the belt is to wide. Has the proper belt but not sure if I have the clutch setup correctly.

I moved the motor back to where there was a ton of slack in the belt yet it still grabs the clutch on the motor. Wish I could take a video and post here.

How about primary and secondary belt alignment?

Double and triple checked alignment. All is good there.

Is this a motor kit from jakes? If it is my Freind bought one as well and the primary clutch engages too soon which makes it hard to shift. The primary clutch can be pulled together with your hands. He ended up with a different clutch and slowing down the rpm's by tuning the carb and now it works great.
