Default 16hp Briggs swap fails to accelerate

I have swapped a 16 hp Briggs into a 2000 ezgo. This is my first attempt at this. Everything went well except the cart fails to accelerate properly. The throttle is opening completely and the engine revs properly however the cart slowly accelerates to roughly 5 or 6 mph. I have tried various tensions on the belt and even bypassing the govener but nothing seems to help. I am using a Vegas carts 780r clutch and there belt. Any help or advice would be greatly appreciated. If it helps the engine numbers are 303447-1048-a2.

How much slack is in the belt?
Can you put the cart on jack stands and see if the clutches are working properly?
Another possibility is a stripped rear wheel hub.

Are you sure the drive key is installed properly in the clutch?

If you have the governor on the transaxle and the governor on the engine, they both could be your problem. Did you bypass both?

With the cart raised up the clutches are functioning however the operate slowly even at full throttle. The cart ran fine until I swapped the engine so I'm not think the rear drive is stripped. I did pull the govener lever on the axle in both directions while the cart was raised with no difference in the operation. Thank y'all for the replies this thing has me stumped. Oh as far belt tension. I tightened the belt so tight that I would pull the cart without any throttle and loosened is so much that it flapped around a little and every increment in between. If I knew how to post a video I have one of the operation on my phone. It may help with my description. Thanks again.

And the clutch came with a 1/4" key which made for a tight fit when I installed the clutch to the shaft.

Yes my clutch is working like the one in the video but not as fast. I start the engine press the pedal or turn the linkage to full throttle and the clutch slowly engages and driven clutch slowly engages. There is no immediate acceleration. Thanks again for the help.

is your engine revving up fast and strong or climbing slowly
