What type carburetor are you running? Check the float and see if its got gas inside.

Are you using a carb designed for gravity feed with a fuel system with a pump ? Many of us running cloned based carbs need to use a fuel return line to relieve excess pressure.

With a clone if you pulse pump off the intake it wants to do that, the pump blows the fuel past the float. Most lawn engines are made for gravity fuel or very low pressure. Pulse off the crank or rocker cover then it does not seem to do it. Or you can do a return line like said, just make sure it is secure and safe. Or you can get a scooter carb they don't have a problem with some fuel pressure it seems.

If its not a pump issue then like said your float or float valve may have a problem, or your air filter is plugged way up or choke stuck on.
