Wish I could help but my vanguard engines have all come from CPP and they have a factory governor delete and are meant to use the cart governor on the rear end.

I've never removed the governor from a Vanguard yet. I think if you do a search you'll find some info.

I have completely gutted both cams in both my Vanguard carts. Most people will just remove the the governor and leave the compression release in tact. Last year when I did a rebuild on my one cart I found the compression release weight in the bottom of the crankcase. It had gotten past the roll pin and looked like it was hitting off the inside of the case before breaking the rivet off and settling in the bottom. Luckily it didn't blow a hole in the side of the block.

I'll do my best to explain with limited pics. You need to remove these rivets and pull the govenor assembly off. Drill them from the other side and use a punch to push them through. You'll have to remove the govenor spring and move the weight to get to the one.

Now you'll want to remove the compression release weight and spring. Drill and punch the rivet holding the weight. Then remove the roll pin. Remove the spring and the small post that the spring attaches to.

Next you'll want to get a skinny rod and stick it in here. Pound out the inside of the cam. Wrap a towel or bag around the other side of the cam because there will be a spring, washer, ball and fitting around the ball that will fly everywhere and get lost.

The ball, ball fitting, washer and spring will need to be put back in place after the internals of the cam are removed. The balls in the cam lobes along with the mechanism that they ride on will be removed and discarded. Just so you know I've been running both of my Vanguard carts for the past year with no compression release and have had no problems starting them.
