even if it isn't getting enough gas the plugs shouldn't be white..

Hi rusty, That fuel filter won't fill up until the pump starts pumping into it. Even after it runs the filter will only be half full. They usually have air in them, unless it's a gravity fed system.
Sounds like dirt in the carb but, since the fuel delivery system is questionable start there. Test your fuel pump. Remove the line to the carb and turn over the motor. It should spurt out gas in pulses. If it doesn't check the vacuum line from the motor to the fuel pump. That is a remote fuel pump? correct?? Once you determine the fuel pump is working, clean the carburator. Remove, disassemble, clean and re-assemble.
If it's still lean, it's probably an air leak. Carb gasket or crankseal...
Let us know what happens...

Not enough gas is lean, those plugs are white do not use the engine until you fix the problem, it may be a plugged inlet in the carb or a plugged main jet, air leak at the carb mount. Good luck keep us posted.

did you spray around the throttle shaft to see if it was worn? I would pull the carb and clean it. Not much to this carb. Remember that you have to pull the cover off to unhook the fuel stop valve
