There are tons of you tube vid's showing ya how to do it step by step. Basically ya take the side of the PTO side, take off the plastic gear with the weights. I took the whole assembly out gears, lever and all...

I took the side off the block, laid the motor in the foam it came in recoil down. The governor is on a shaft in the cover, I had a hand press there and pushed that little rod out and took all that off, pushed the rod back in. Then took the governor arm out, drilled that hole for 1/4 tap maybe 27/64 or whatever it is. I put grease on the drill bit and held a rag inside to catch any shavings. Did the same with a pipe tap, only took a few minutes. Put a plug in that hole after blowing air inside to out to clean it. Put cover back on all done. Check how tight those bolts are before you take cover off, also need to do this before you put oil in it and you can leave that gasket on it. I cleaned the gasket off some that was it and it does not leak.
