Default K&N Air Filter?

I have a cushman utility golf cart with a 16hp vanguard V-twin engine. I'm trying to think of ways to quicken it's throttle response and overall power. Would it be worth the money to spend $43 on a K&N air filter from Cart parts plus? would i really notice any improvement? They also have a cam out of a 23hp vanguard for $40 that they say will liven up my motor but i have zero experience with vanguard engines so what do you guys think? thanks in advance for any advice you can give me. FYI i want to keep my engine modification costs under $200 for now because i'm also working on modifying the suspension and body.

The 23 hp cam will give some zing, but you should get the rev kit, too.

Least expensive good mods IMO are Rev kit (this includes the advance timing key) and the K&N air filter. I would richen up the carb a bit and make sure the exhaust is not too restricted. You will feel a difference. The timing key will quicken it's throttle response.

Will the timing key change my idle rpm at all? And will it have any negative affects on my engine in the long run?

No idle change. I been running an 18 hp vanguard with the timing key for well over 5 years, no problems. Lots of guys have them.

Ok, thanks for the advice. Did you notice any difference with just the k&n? Or did you change them both at the same time?

You have to take the shrouding off the flywheel, knock the crank to pop the flywheel loose, install the key, get the flywheel back on and advanced in the proper direction and tighten it back on. Install shrouding. So if depends on if you can get the shroud off or not, I would have to take the engine out of my cart to do it but already have one in my clone. Then again I could have the engine out in 10 minutes or something so really not a big deal. Make sure you torque the flywheel nut properly and that the taper and key are clean. You can damage a flywheel by over tightening it.
