2 free vanguards in pieces

i reiceved 2 free vannys from a freind after running the vins one of them is a 21hp vert shaft and the othere is a 18hp horizontal with a 1 1/8 shaft im going to machine it to 1 inch and put in a 1/4 inch keyway but digging through the mounds of parts i think i found everything the only thing i cant seem to figure out is why this dowl pin on the cam has been eating into the case for what looks like a long time could be the reason someone tore it down any idies why these pins work there way out of the cam
