briggs 18hp twin or 16 twin....???? whats a better buildable engine?

Both are the same to build. 16hp heads are more desireable because they are smaller chamber and give higher compression. 18hp is an oddity. You'll find parts easier for the 16, 20 or 23hp Vanguards.
