what is the largest block at 16 horse heads will fit on?

I was thinking about when I redo my motor this winter if I should go to a larger size block i.e pistons and everything what is the largest size block I could use with 16 horse heads?

You can run the 16hp heads on any vanny up to and including a 23hp. If you are going the use a 23hp motor, use the 23hp heads and shave them. They flow alot better than the 16hp heads. Not even close. 23hp heads will require a 23hp intake no matter which block you put them on.

whats the difference in the heads ?? bigger valves ?? better casting shape or are they the same??

The 23hp heads have round intake ports that are bigger. Also the valves are bigger. The intake ports sit higher on the head, thus the need for the different manifold.
