With 23s you wouldn't miss much torque with that motor I'd go 6:1

I ordered 6:1s but once I got me reared apart realized that the 480 reared is like none of the others! So I'm putting them in a Vtwin gokart project to be built!

I did the 23 Vanguard upgrade on an '04 DS last year. Put in the 6:1 gear set and the Comet 780 clutches with the 1-3/16" belt width. Even with only one drive wheel, it will go just about anywhere. Pulled 2 large hunters and two deer out of a steep ravine last year. Top end low 30's, plenty fast enough for me. I'd try the stock clutches 1st, esp. with the 6:1 rear end, and save the $.
I live too close to CPP!
