Default Comet 780 Clutch stuck closed

I am doing the Honda 20hp project located in this forum category. I started the engine up and the clutch worked fine, I shut it down and it didnt go back to open position. See attached pics. Is this thing defective or what is going on?

Did you start/run it without the belt ? I'm not really shure .but looks like one of the weights is "locked". Later dave

Yeah it was without the belt.
