I'm in the same boat low_horse. If you find a source let me know. I'll be making an exhaust too.

Found some flanges on eBay...3/8" thick.

Item number is 221383523024.

Went back and looked again, they may be for smaller Briggs motors but it gives the bolt spacing. I don't have a block here at work with me to check.

I measured 43.5 mm or just under 1'' 3/4 at about 1''11/16 bolt centers
etx hole is 1'' but BOLTS AT 1 11/16 is NOT 1.55 MORE LIKE 1.7X
on a 16 hp B&S el start with external oil filter

MAYBE THE GOKART SINGLES ARE A BIT CLOSER SPACED THEN THE V-TWINS

BTW IS THE FLANGE LISTED A 9.99 ALUMINUM ALLOY [NOT STEEL]
AND HARDER TO GET WELDED ?

I got my clone exhaust made custom there and it worked great, he will make anything for you he flared mine to 1.5" and I welded it into a car muffler. He sent me pics of the whole thing before he sent it to make sure it was right. It had a slide tube so it could adjust length, and also a coupling so it can rotate. I chose to weld it up myself. Or you can order parts or kits.
