The body is not fiberglass, it is a comp plastic.
Here are the instructions for surface prep on the Krylon Fusion website:
Quote:
When working with plastic
For old plastic, use an ammonia-based cleaner and wipe down to clean surface. If the plastic is new, wipe down with paint thinner for best results. Lightly sand glossy surface if previously painted and remove dust with a tack cloth. When dry, apply Krylon® Fusion for Plastic according to the directions on the can.

The body of my cart looks like it is fiberglass in the places where it is cracked. It has some kind of fibers in it like fiberglass has it is a 1984 model

I guess I should have asked the year.
When first introduced in 1982, the Club Car DS front and rear body panels were constructed of plastic and fiberglass, respectively. In 1993, Club Car redesigned the bodies and began constructing both the front and rear panels out of a material called ArmorFlex.
