Dash Painting
Has anyone ever sanded the textured plastic dash down smooth and painted it a glossy color?

Rather than sanding it smooth (wich usually creates the dog hair effect) I would suggest spraying it with some adhesion promoter then a few coats of high build primer sand that smooth then repaint it black (or whatever color you want for that matter).
