Default Remove peeling paint

What would be the best method to remove this paint?

I would like to remove the yellow from the top only and just go back to the original off white plastic. I don’t intend on repainting it. As you can see, it is peeling in numerous spots. It peels off like a bad sunburn around these spots but I doubt that I can just peel all of it off. I am thinking I can find a paint remover that won’t harm the original plastic but don’t know what kind to get. Any ideas?

I found out that the peeling paint can be removed by simply scratching at it with my finger nail. So I might just scrap it off with a razor blade or something. One thing I did also notice is the flakes I scratch off are white on the under side so I am assuming there is a layer of white paint under the yellow and that is what is flaking. The original plastic under all the paint shows sighs of crazing (light cracks) so I might have to put a light layer of paint over it to make it look good.

Another idea is a pressure washer or at the car wash if you don't have one.
