Default Painting old style ds top

Need some help trying to paint this top.
I've used dupli color adhesion promoter but paint still rubs off

has anybody painted one of these top ?

Its plastic? Best thing to do is clean the * out of it before you start. I would wash with dish soap or other harsh household cleaner maybe spic&span/etc. Then I would wipe it down with a solvent though you may not have to, I use naptha, alcohol could be used. Be careful some naptha or other oil based solvents will soften the plastic. You want to wipe it on and right back off fast. Do not let it dry on there or dirt/wax stays on there too. Then use the promoter, then paint. Problem now is you need to get that paint off, anything on top of it will come off too.

Make sure you remove all the prvious paint because the new paint job is only as good as what is under it.

Another good method is to use a scotch brite pad and comet cleaner with water. That cleans and abrades at the same time. Gives a little tooth for mechanical adhesion of the paint
