Use compressed air to push fuel through the lines to the carb. That will allow the cart to start, then the engine vacuum will allow the fuel pump to work. This is called "priming". You can also install a "primer bulb" like you might see on a boat or small lawn mower.

Take the gas cap off, hold the air compressor nozzle inside the fuel tank, cover with your hand. Push the lever and blow air into the tank, you'll see the sides of the tank expand slightly. Do this a couple times, but don't over pressurize or it will flood the carb. Try to start. Run engine for 10 minutes to fully fill all the fuel lines and get the pump working.

Could be a bad pump. Did it work fine before? I would check all of your lines for clogs.

Pull the hose off the carb and into a suitable container and crank the engine to determine if the pump is working or not.

Yamaha says you need to fill the tank if you run out, its because the pump will quit if you loose prime. When the tank is full the fuel is above the carb and it gravity flows. This may not be your problem though. When you take the fuel line off the carb it should spurt out on the starter each revolution, if not its the pump or lines. Once it has prime it should keep pumping. It may not pump on intake pulse if you have the throttle open when starting.
