I have no personal experience of this Mike but I've seen it done on other folks carts. The Tee is inserted into the fuel line before the carb. The fuel line is cut and the tee inserted to connect the two pieces of line back together. A fresh piece of line is now connected to the Tee and runs back into the gas tank via whatever connector you care to use. When the float is closed the excess fuel runs back to the tank but there is still ample flow when the carb requires it.
Hope that makes sense to you.

couldnt you just use a fuel valve in the pulse line to control how strong the pulse is?

Sorry Mike, but you appear to be running before you can walk. Clone carbs are EPA approved and don't lend themselves to tuning. The set jetting etc is the norm in CA but the rest of the world that actually has a life has dismissed this piece of nonsense as a the carbuncle it is and have moved onto more reliable and tuneable equipment. Get a Mikuni mate. The Engine is sound but the restrictions are killing you. Read some of "Sho's" posts if you don't believe me, that guy went through hell to get one of these carbs daillled in and it still lacks full functionalaity.,

I had a hard time jetting it went too far because the guy didn't warm it up. Did another jet smaller very careful just large enough to run WOT ok, still rich at ~15% throttle in a spot. Otherwise ok sometimes you go 10-15mph and hit it, and it misses like crazy other times it takes off hard, other speeds it takes off fine. It always runs fine at half throttle or less no matter what and did before I jetted it. It always pulls great from stop to full speed at WOT the whole way. When the clutch spins it faster say over 15mph it seems to be fine, I may try preloading the secondary a little more this spring. Likely needs pilot jet work and I was not sure what to do. AGK has carbs, NR has them, etc. There are some PZ cars out there cheap, some klein copies too, not sure what one to try. Or get one off a bike. You can get it right WOT though, read my post I told what size I made it in the end, start little smaller and see. It was stock but had a car airbox and inlet hose, 1" exhaust into a car muffler.

Have my new clone here and not sure what to do with it. Kinda sucks. If I put it in and jet it the carb is not the easiest to get at in the cart far as removing the whole thing, I have to pull the rear shock and stuff.

You can try putting a fuel filter (lawn type) in the return hose. You can toss that deal and put a barb into the rocker area and avoid the overflow issue. You can try a small gokart pump they seem to not have this issue like larger GC pumps (gokart>>>mikuni/B&S/walbro).

##### has some power once you get it going right, if you get what I'm saying. V twins must be a blast because even the clone pulls nice when you hammer it. Yeah, I have to go pick up my cut and ported clone head pretty soon here....lol. Guy sure charged me enough for it should have bough some bits for my grinder.

I used a fuel pressure regulator to solve the flooding problem. I found the clone motor float could not handle more than 1/2 pound of pressure.
