Re: Lifan with 18amp charger, does it need regulator
You can charge around 6A and it should not bother the battery, though you might have to put water in it here and there if you don't draw off it much compared to charge time. Above that it will overcharge and boil it out, so anything that charges more SHOULD have a regulator on it already if a bought unit/engine. The clone 18A should have it on there but I have not inspected one they are pretty new. Most are solid state just a sealed cube usually screwed to metal someplace to get rid of heat.

Re: Lifan with 18amp charger, does it need regulator
There is a thread on here about 18A kits as many want to put them on existing clones. Geoff at Vegas carts may know I think he bought the kit and was trying to get more to sell. He may know what they look like or have a pic.

The finned unit in the attached pic is the 18amp regulator (not sure why it is upside down).

Just hook up your battery according to the instructions. Batt + to the post labeled such on the starter solenoid and Batt - grounded to the block as labeled on the mount flange. If all is correct, when running the system voltage should top out somewhere around 14.4 volts.
