Default Carburetor

I just recently bought a 1986 Columbia 86g4s. I was looking at the carb i noticed there was a cable cut, the cable runs to the back axle and connects to a plate with a spring on it right behind the clutch. Of anyone has info on this that would be great!! Thanks
