parcar golf cart wont move forward or reverse
I jacked the rear end of the cart off the ground and the wheels go in forward and reverse, but when the wheels are on the ground it doesn't.

The meter is reading 38.1 volts and does not drop when I step on the peddle.

each battery is 6 volt

Replaced all the batteries with new ones. Nothing happens.

I went through a trouble shooting guide said it was the throttle switch/pot box. Nothing, still won't move.
