Default Picked up a surplus Columbia SUV-LN and cannot get it to run

VIN: 5FCLS36A581000130
YEAR: 2008
MAKE: SUMMIT UTILITY VEHICLE
MODEL: SUV-LN

Local university sells off their surplus vehicles annually to fac/staff. My maternal unit put her name in for a bunch of the vehicles and I wound up with the ride listed above.
Got it on a trailer and got it home in the shop then proceeded to lube all the grease fittings and check the batteries (replaced on 2/18 by the university) so they are good to go. Verified the charger works and batteries are all good.

When I turn the key, I hear the solenoid click once then a second click about a half second later. Lights, windshield wiper, horn, turn signals all work but the vehicle will not move forward or reverse.

I'm getting a 4 flash signal on the green LED on the controller.

Troubleshooting done at this point:
Solenoid:
50 OHMs resistance across the smaller wires on the solenoid.
43-59 volts coming from the battery wire
8-13 volts headed into the controller

Are there better tests for the solenoid so I can rule that out before I move onto the motor brushes and finally the controller itself?

Paid $150 for the whole works in the picture (title included) so I'm willing to replace what is needed to get it moving around the farm.

you have the correct data for the contactor to be functioning, so doubt that would be an issue. If it has been sitting anytime, I would definitely check the motor brushes. Even if good, while you're in there make sure to clean them anyway. I'm thinking that unit has the heavy duty motor, with the caged end, so you wouldn't have to even remove the motor from the axle to do that. Unfortunately, my guess is the controller at this point though.

Thanks for the response, I'll check the motor this evening.

It could not have sat too long since it had batteries replaced back in Feb.

Are there any tests I can run on the Controller or is that something I just need to take to someone?

nothing you can run. Would have to go someplace where they have a test bench setup specifically, or send in to someone like FSIP. It's ten years old so not surprising if it has failed.
