Default is my motor bad

1998 club car golf cart. DS.48 volt. Last night I had 3 people on my golf cart and the batteries are struggling at the moment. My golf cart will not go now. Last night my motor was shaking as the batteries were going dead and I had to make it home at encline. So my batteries are charged now, the headlights and LEDs will come on, solenoid clicks and is new but it will not go. I lifted the back up and floored it amd there was no movement as far as the wheels. Is my motor bad?

Usually when you run the batteries dead and continue to drive, attempting to go full speed, the controller is trying to pull power that isn't available and it gets hot and cooks internally.
