Default '99 CC Carryall won't move

This is my first electric cart and I need some help.

'99 CC Carryall 6, 48v
Curtis 1204-412 300amp Controller
Motor-CC 3.10 HP Special Service

I replaced all of the batteries in the cart, charger seems to work fine, all batteries are at/around 8.6v. The charge indicator is full, no yellow light showing. I turn the key to on, put it in Forward and at first it just clicked repeatedly and didn't move. Put it in Reverse and the reverse alarm was sluggish to come on and then it just clicked repeatedly again. I turned the key off, turned it back on, switched to Forward again and nothing. No click, just dead.

Where do I go from here?......

Motor test - unhook all cables at motor then connect s1 to a2 then apply 12 or 18 volts to +a1 and -s2, if motor turns its good.
Check microswitches
Check solenoid, and resistor and diode
There are other tests for throttle input and controller if the above all pass.

Double check your wiring. Make sure the batteries are connected pos to neg. No neg to neg or pos to pos connections.

I have all the batteries connected properly and the charge cycle seems to be fine. The batteries were low when I put them in and now they are fully charged, full voltage, and the charger cycled off as it should. No yellow light flashing or solid.

I'm going to clean all of the connections throughout the system and also reset the OBC.

So I cleaned all of the connections throughout the system except the motor. The lugs were rusted and I was afraid of breaking them off. However, I held the accelerator down and I'm getting approximately 20amps across the solenoid. Does that seem correct? Also, after holding the pedal down for about 45 seconds while testing the solenoid the four wires leading to the motor were VERY warm.

What next?

Did you perform any of the tests? Cables getting warm in 45s says problem. I would suspect motor...lugs rusted, so maybe bearings are seized.

Or the cables going to motor are internally corroded

I was planning to replace all of the battery cables and the cables to the motor but I want to know that it works before I keep throwing money at it. I just bought batteries so the bill is already on the rise....

The cart sat outside over this past winter and we had the coldest winter in years. It would not surprise me if the motor is seized but I was hoping for the best.

Unless I am wrong, I could be, but if the cart is rolling around the motor is turning. Could need to take it apart clean and inspect.
