Does it have a solenoid on the driver side behind the batteries with a coil connected across it. It is for braking and could be the problem. Just a thought.

It has a solenoid behind passenger seat, a rectangular one that was just replaced. It does have mcor for sure. I don't think solenoid is welded closed as I here it click when I give it gas

Lever or toggle F-R switch?

My guess is the MCOR

Does the solenoid click even when the car does not move? You should hear two clicks. I faint one from the microswitch in the MCOR, and then the louder one from the solenoid. Do you hear both? The solenoid will not click and close unless the MCOR microswitch clicks and closes

In neutral hear a click not from solenoid, a light click from under floor board

In gear one click under floor board then from solenoid. Under floor board is quitter than solenoid

That sounds correct. Does the solenoid click again once you let off the pedal, every time?

A couple of thoughts:

When the cart runs slow, does it have a range from pedal up to pedal down, but just slower top speed? If so it could be a bad connection on the half speed resistor in microswitch #3 in the FNR switch.

When the key switch is off, the OBC is the only thing powered, unplug the OBC 6 pin connector if it is still plugged in.
