2000 48V pre-charge resistor hot

I'm working on a 2000 48v Ds with V-glide. When it was brought to me I had to replace the micro switch in the v glide, a new key switch and one of the micro switches in the forward/reverse. I noticed when I connect the batteries, the Pre-charge resistor on the solenoid gets extremely hot right away with the key off. I've been over the wiring diagrams and wiring and pretty sure its all correct. Is this the symptoms of the capacitors in the controller being bad and causing the pre-charge resistor to get hot? The car also will act like it wants to go but won't really. Thanks in advance.

Tim.

Your assumption is correct. The controller has failed.
