The cart was originally a 36v so I have been told. The previous owner has swamped it all over to 48v except the motor. It is a 3.5hp 36v GE Motor. I'm at a stand still now and don't know what else to do

If you got the 0k-5k throttle controller, you should be using the yellow and purple wires. The green wire visible in the first picture you posted should be disconnected and taped.

That would be correct if you got the 3wire club car controller throttle option.

The option you got:0-5k, it needs to be:
1-Red, 2-Yellow and 3-Purple.
The green wire needs to be disconnected and taped.

You will have full speed in reverse as well.
