I'm leaning towards user error.

I'd try a cheap thing such as upgrading to 4 gauge battery cables first, and if that doesn't do it, then start replacing bigger and more expensive things. Roady has all kinds of tricks, he'll help you out.

4g Cables and a controller first. Get the highest amp controller you can afford. If you already have a high amp controller when/if you get a motor there wont be any need to upgrade the controller again. Try 4g cables first. You can also run a stock 36 volt motor and get about 20-25% increase in power. Those 36 volt motors are getting harder to find.

The only way to gain torque is with a controller. It will help to go with at least #2 if it a high torque setup. The stock motor is around 2800 rpm motor.with a 225 or 275 amp controller if stock. Look at a 450 amp controller at least and if the buget allows get around a 3300rpm motor. This is for torque not speed setup.

I've seen some with #0 wires. Those things are huge! Andy's setups would work great by the way. Probably don't NEED anything bigger then 450 and a 3300rpm motor. But just because you don't need it doesn't mean you can't get it
