Default slow cart

My 1999 club car ds on level grounds runs okay, but heading up a hill slows to a crawl, any solutions?

to BGW

Is it a 36 or 48v cart? 36v will have three holes on batteries, 48v will have four on each...

Ok, I would check your battery condition by doing a load test. Do you have any idea how old they are?

I would still check them while under load (driving up a hill preferably). They may seem fine at rest and charge fine, but a cell can drop out under load.
Another thought would be the throttle. Does it have a V-glide or Pot box?
I had a 96 with a pot box and it was adjusted all the way down. It was slow and would slow considerably on hills till I got it adjusted properly.

What's your flat road top speed? Should be 15-17... Does the cart start moving immediately after hitting the GO pedal? Mine wasn't taking off till halfway down the pedal travel; that is a tell tale sign the pot is out of adjustment.
