What I don't understand is why the cart isn't running with the charging interlock jumpered out. The only other function in that plug is for the battery light. You are going to have to jumper out the pins mentioned earlier or buy a new OBC. And as Sergio said it is highly unlikely you have the same problem in both controllers.
PS send a close up of the OBC where you can see the connections.

So the OBC could be bad even though it will not run with the obc unplugged and the red/white wires jumped on the harness side?

You meant Red and Blue right?

Can You also confirm that the Red cable on the Big solenoid post where that pink wire is connected to goes to Pack Positive?

Sorry, yes I did. That cable does go to pack positive.

Actually the pack positive goes to the other side of the solenoid. Is that my problem?

Yes, that is why there is a voltage drop at the key switch.

The pink wire is the main power for the system.
