Default 84 club car relays click but won't move!

Hi there, I've got an 84 club car I'm working on for a friend. I cleaned the battery cables and everything and can't get it to move. The relays will all click as you step down on the pedal.

I'm wondering if the issue is motor or the fnr switch. How can I bypass the fnr switch to test that? And how can I bypass the solenoids to see if the motor will spin or not. Thanks in advance!

You can measure and see if you see voltage at the motor. If you do and it isn't turning, then the motor is bad. You can also see if you see voltage across the FNR switch when stepping on the pedal. You should not.

What 2 wires at motor should see voltage?

Well I have no power whatsoever at the motor.tested each thermal and didn't have anything when stepping on pedal.

So the master and all other solenoids are functioning. I'm getting continuity when they click. So if I wanted to bypass the fnr switch, and "hotwire" the cart, would I hook 36v up to the wire that goes into the bank of solenoids? And ground the black wire from the motor to the fnr switch?

Also, the micro switch for the fnr is working so it senses that its in forward and allows the relays to engage. I'm just a little confused. I'm a bit of a noob with electric. I've always had gas carts!
