Default Kawasaki Differential Question

After finally getting diff out of cart and motor off of it it's all apart and getting cleaned up - question I have is , should the spider gears turn ? Or are they normally locked up ? Can't wrap my head around the process of whether they should turn, or not turn. Thanks for any help you could offer !
This is a Kawasaki differential -

They should turn to allow the wheels to rotate at different speeds.

Yes they should turn freely...but they do have bearings...most cart shops with a repair shop can put new bearings and seals in...it also would be the perfect time to install high speed gears...I did that to mine along with new axel bearings and seals and without any other upgrades I increased the speed from 12mph to 19.5 mph in a '97 CC DS with a straight series motor....and zero noise from the rear-end.

So...the pinion gears are not moving? How do you remove them?
