96 DS needs manual timer on charger
I am looking at purchasing a 96 DS electric club cart. I think it is a good deal. The seller has informed me that it needs batteries. They have rigged up an outlet timer (one that you might use for christmas lights) to the battery charger. They have the correct automatic charger for the cart, but I am assuming that it must not shut off. I have been told that when plugged into cart and turned on the charger should charge at about 15amps and then shut off after 2ish seconds, then come back on. This charger comes on and stays at about 15 amps, never saw it shut off. I only waited for about 2 minutes as it is not mine yet. Any insight into this. I have read online that maybe the onboard computer is failing or failed. Any input and advise would be great. Thank you. Should I pursue this purchase or leave it alone?

Or someone wired around the relay in the charger. Can be fixed but does cost money. New charger is @$250-300 plus 600 ish for batteries so unless it is a really good deal I'd think about it..
