Default Charger will not turn off

My 1999 Powerdrive charger will not turn off.
Even after 24 hours,it is still on.
The amps have dropped back to around 4,and electrolyte tests show full charge on all of the batteries.
I bought it used,and it had been by-passed due to a bad relay,so I replaced the relay.
Disconnecting the signal from the OBC turns it off,so I suspect something is wrong in the OBC.
I hate to buy a new OBC if this is not the problem.
Any suggestions?

The OBC should be looking for a certain voltage between 58-63v to signal the charger relay cut off. What was the max pack voltage. This could be a battery problem.

A friend of mine is having a similar problem, where the charger does not turn off. We know it's not the charger because the charger works fine in another friends club car.
his cart is a 2010 with 4-12V. I think these batteries are about 3 years old, but not sure. We did not have a chance to put a meter to see what the pack voltage was.

So my guess is either the batteries are bad, or the OBC. What should I check first? voltage probably

Because it's so easy...clear the memory in the OBC and then drive the cart enough to run the batteries down and recharge...always check the water also.

I printed the Resetting the OBC instructions, to try that. The water level is good on all cells. My buddy did say that the battery warning light came on once, but not since. He said that the amp meter fluctuates and doesn't shut off. This weekend we will check the voltage and reset the OBC and go from there.
