I am assuming you adjusted the wiper arm so that at full throttle the wiper covers the last contact fully by lengthening the rod connecting the V-glide and go pedal. If so, then the culprit of the cart creeping is your wiper arm not returning downward far enough to engage the microswitch that engages and disengages the solenoid. Fix that by adjusting the rubber stopper on the underside of the go pedal so that the wiper returns down far enough to engage the microswitch.
