I've not dealt with electric carts but for about five years. I have had batteries with washers and without them. My last two sets I have bought the battery dealer only gave stainless nuts for the batteries. I may be just lucky but I just keep them clean service the first on the month and make sure they are good and dry when I service them. I use German torque on the nuts and have not had any of them get loose on me.

I used to do marine wiring on boats that take a pounding. We would use lock washers on top of cable ends. Never put a washer between battery terminal and cable end.
Regardless of whether you use washers or not ,your batteries will require regular maintenance, which includes checking battery cable torque and cleaning terminal connections . I've seen boats crippled by something as simple as a bad ground.
I don't use washers on my carts . Just check tightness and cleanness of batteries connections every other battery fill.
