2002 DS Throttle only responds at 100%

I have a 2002 DS (48V powerdrive, series) that is having a couple issues I was hoping the forum could help with.

Batteries are new, fully charged. Motor is new, D&D high speed series. All else is stock.

1. The cart only starts moving once the accelerator is fully pressed to the floor. It does click with only a slight press, but no motion. Once going it probably only runs stock speed, not near the capability of the high-speed motor. Prior to motor install, it would top out at a whopping 8 mph.

2. There's no reverse beep but it moves in reverse fine. Not sure if someone disabled it or this is part of the issue.

MCOR, solenoid and controller all tested out fine when completing the limited factory test procedures; i.e., full voltage when pedal pressed to the floor, etc. I'm leaning toward MCOR, thoughts? Thanks for the suggestions.
