My commit about total loss was in reference to insurance coverage, not that the cart could not be rehabbed.

Another question, isn't the gear housing vented for condensation? Could water fill up in there?

To be on the safe side I would want to change the oil in it. I don't think you would get enough water in there in that time frame to really hurt, but I would change it anyway.

Don't apply power to any thing until it's been cleaned ,

The key step there is to make sure not to turn it on BEFORE it dries out. The electrical components are ruined because electricity is arcing through the water and shorting out the circuitry. If you get water on a circuit, but remove the water before putting any electricity into it, it may work as if nothing had happened to it.

I would at least dry out the motor and controller before applying power to it. If the batteries were not submerged for very long or very deep they may be just fine. It's hard to say how much damage was done until you clean it up and dry it out.

Lucky you had flood insurance. I've heard that homeowners insurance doesn't cover flood damage.
