Looks like you have 20 ohm when it should show o/l open line. But I'm not sure the solenoid is bad. It may have an internal resistor to help keep from burning the contacts. Do all the solenoids show the same or close to that reading?

Move the top slider on the meter to the ON position, then use one of the ohm scales on the dial.

It shows with any setting with the 3 flashing.

Do you have another meter, I would try another meter before I condem the solenoid.

When you put it in reverse it takes off slow as it should, only takes off in high speed in forward

After reading these directions again. I believe the solenoids are good, since I have no continuity on the two large terminals with nothing attached. Then when energized ibdo have continuity
