OK ... your power is supplied to motor from batteries as follows
key on
f/r switch engaged
go pedal pushed ... first micro switch engages first "main" solenoid( drivers side )
as pedal goes down each micro switch engages a solenoid that runs through a coil to motor
patel to floor all micro switches engaging all solenoids
if your starting out with full power eather the solenoid is welded closed or the micro switch is stuck engaged

quick test ... with everything back in place .. disconnect the last solenoid (passenger side) small leads
tell us what happens

ok reconnect and take off next solenoid small wires

keep going til you get to master solenoid

edit: keep last disconnected

unhook all small wires but the one next to master solenoid

You may want to post a picture showing the solenoid assembly, it sounds like it is miswired.

By the way, Your meter blinks the left digit (3) to indicate an overflow condition or max value for the range exceeded.
