Okay, got the following readings
all solenoids engage
1) 37.4
2) to 8 ) 0.2
9) 14.3
10)37.3
11)37.3
12)37.3
13) 0.2

so and trust me I'm a simpleton w/electrical the pass. side solenoid is bad and does 14.3 reading indicate possibly more?

Some of the readings indicate you may not have had the meter negative probe on the pack negative battery post the entire time.

I typically don't like water analogies for electricity, but if You think of your circuit as a bunch of garden hoses connected together, what we did is disconnect the end of the last hose and kept checking backwards at every connection until we found water.

The results of your test #1 indicates water at the end of the hose, but not at the beginning... something is not right there....

Make sure the meter negative probe stays on pack negative the entire time, You are only moving the meter positive probe.

The cable that was connected to pack negative also stays disconnected from the pack negative battery post the entire time for three reasons:
1) The motor/cart will not accidentally run.
2) You can take voltage measurements on the wires and motor coil close to the negative side.
3) We can safely test all solenoids.
We still have good data to use though...

Not having voltage on test #8, but voltage on #9 means the solenoid on the drivers side is not closing.
Place you meter probes on the small terminals of that solenoid, it should be the first one to click.

If You have voltage, the solenoid contacts are bad and you need to replace the solenoid.

If You don't have voltage on the small terminals, the micro switch on the pedal is not closing the circuit.

Not having the same voltage on test #9 and #10 means the solenoid on the passenger side is not closing. (That is your full speed solenoid)
Place you meter probes on the small terminals of that solenoid, it should be the last one to click.

If You have voltage, the solenoid contacts are bad and you need to replace the solenoid.

If You don't have voltage on the small terminals, the micro switch on the pedal is not closing the circuit.

You can actually test the voltage on all of the other solenoids small terminals to make sure all of your pedal micro switches are closing.
