Just got home and the charger was still on. had it plugged in yesterday for a couple hours and now today it was on for about 10 hours....

Sounds like your batteries were,are pretty low on charge. Let them charge completely, then check water level. This may solve your problems.
When the charger turns off, drive the cart a few minutes and put it back on charger, this will help give your batteries a good deep charge. Always keep the charger hooked up when not using cart, this is the life of your batteries.

Had them plugged in again today for another 5 hours and it didn't shut off...

If the obc has not been by passed and is working properly it can take up to 16 hours to charge the batteries.

When you plug the charger in, it checks to batteries and the system, then turns the charger off for a few seconds, then back on. If your does that it ls most likely working properly.

I plug in the carver and it kicks on after a few seconds and stays on.

What is the pack charge after sitting at rest for a day?

Also, just a thought here, but is your 13 an excel cart? There is no magnet for Excel carts.

The OBC will only give you the ON-OFF-ON sequence if the cart has been driven a little bit (even 50ft is enough in most cases). If the cart hasn't moved an inch - then when the charger is unplugged - then plugged in - it just comes on once and stays on.
