Default Not getting ground on 48v club car

On a 48 volt club car, if you ground the blue cable coming out of the control box the golf cart will run. Not getting ground- any suggestions?

3 wires to controller -- When you mash the pedal down it reads: red wire has 48 volts, green wire has 7.76 volts and yellow wire has 7.76 volts

Hope you are not grounding the cable to frame. That's a no no on electric carts. Always use battery pack neg. post.
