Default 01, 48v, CC, DS Voltage Reducer upgrades

OK here we go again, another small adventure for the vets down on the farm.
We have been asked to fix a noise in the front end, and upgrade a cart that an Older Lady inherited. It is a 01 48v CC DS. She asked us to put a rear flip seat, some head and tail lights with turn signals, and a mirror, and a bottom seat cover. We fixed the front end noise already. The front bushings were non existent, so we replaced them. We looked around and found all the parts we needed for the upgrades on-line and gave her the quote for parts, she hesitated, but agreed, so off we went. I ordered a Rear Flip-flop seat, I noticed all the sites said to upgrade leaf springs and top roof struts So I ordered those as well. A seat cover, easy enough. I ordered a light kit, I knew I needed a voltage reducer so I ordered one of them also. I also ordered a turn signal switch a simple one. And I got the mirror that goes all the way across the front. All the parts came in and the fun begins. While trying to install the rear seat, you have to remove the back rest of the front seat. Well I guess the bolts had rusted up enough they would not come out. we now have to get some kind of molly bolt type to insert in the holes of the seat so we can mount it back on. Then the leaf springs came in so we decided to install those before finishing the rear seat for obvious reasons. Well once we had everything disconnected the bolts would not come out of the mounting holes. Never seen anything like it. ABSOLUTLEY no pressure on the bolt at all but it would not budge we had to cut it out. Is that common on older carts ? or because we are near the ocean ? So we are picking up a new bolt. We can finish that this morning. So we installed the lights front and rear. Then we open the voltage reducer and My dad and I have never seen anything like it. It is a VOLT-0010. And it came with ZERO, not even one piece of paperwork on how to connect. The dang thing only has 2 wires. It is a box with 2 wires coming out of it. Every reducer I have ever seen has a place for voltage in and a place for reduced voltage out. BUT NOOOOOO we have to get one like we have never seen and have no clue how to connect it. When we watched a video on you tube it basically says to put it inline on the negative side, but when we do that the voltage drops from 16.7 to 15.6. And that is not 12v. WT* Can someone help me with the connection of this voltage reducer. Now on to the turn signal, the first step in the instructions is to mount the flasher, ????? what flasher.... The web site or the description of the turn signal switch never said anything about needing a flasher, I assumed (yea I know what that means) that a turn signal switch would be what makes the lights blink, all in one unit, heck that is what I thought it did and that's why it cost that much. But anyway I guess we need to pick up a flasher from a local auto store I hope. I think we can over come all the obstacles except that VOLT-0010 Voltage reducer, can someone help me please. I just need to get 12v on my two wires for the lights.

The 48v to 12v converter I bought from a site vendor had 4 wires. The leaf spring bolts being rusted and stuck in their sleeve is normal. You will need a new sleeve the bolt goes through as well as a new bolt.

spring bushings are a pain to get out ... wd40 and spin with a drill
you got a 16v reducer not a good thing on a 48v cart
you need a 48v to 12v reducer to maintain the pack at correct levels
yep no flasher , they are cheep

OK 16 V reducer might not be the best but with just two wires how does it connect

Instead of hooking up that 16V to the lights and taking the chance of blowing bulbs why not send it back and get a 48-12V ?.

When you hook up that reducer and measure the voltage without a load on it you will get about 15-16 volts on your meter. Hook a 12 volt light to it and the voltage will be correct. But as said before you need a 48-12 volt reducer it will cost less in the long run. The two batteries you use that reducer on will go bad in about two years. Been there done that.
