Default 2002 48v club car sporadically charges

I have a 2002 48v club car that when plugged in, the charger comes on for about 30 sec, turns off for 30 sec, then back on for 30sec and back off for good. When "off" for good, I can hear a faint hum from the charger but not loud like when it's usually charging. I can unplug and try again but the process repeats. I have tested the batteries (with a 6/12v tester) and they read~8v and about 7-8 with a load. I cleaned the terminals and tightened wires

Install a temporary jumper wire from the back of the charger receptacle to the main negative battery post.

On the back of the charger receptacle you'll find that there are two nuts holding two black wires onto the back of a fuse near the top of the receptacle. Put the jumper wire on either side of this fuse. Make sure you run the jumper wire to the MAIN negative battery post. This is the same battery post that has the black wire that runs directly through the hole in the on-board computer on the way to the back of the cart where it attaches to the motor controller. With the jumper in place, try your charger. If it's working normally, the on-board computer has failed. This is simply for test purposes, if you leave the jumper there permanently, the vehicle will not charge properly and the charger will never turn off.
