Default Upgraded Controller & Sol... Problem now

I just upgraded my cables to 2 AWG, I changed the controller and Solenoid (#452 from Carts Unlimited)....

The cart has so much torque, my issue is this though: when I press the pedal all the way down the cart goes slower, I seem to have to keep it at about 80% pressure to get full power. Did I connect something wrong? How do I fix this?

500 Amp FSIP(GE) Controller 36-48 volts with Adjustable output and throttle response
200a continuous/800a peak Solenoid in 36 or 48 volt
Manually adjusted controller - adjust throttle rate and maximum output

Sounds like throttle signal is going over range. Can you measure the signal?

Remove the small wires from the controller pins #2 & 3. Plug the meter into these 2 wire ends and set the meter to a range of 20,000 ohms. Note the reading from 0-full throttle

@ 0 throttle It's at 1.
@ 3/4 throttle it hangs around 19.63
@ full throttle it drops to 16-17.

Between 0 throttle and 3/4 it seems to stay around 1.
