The cart is a 91 ds 36v that has been converted to solid state.
4 ga cable

1.5 year old batteries us1800's
Before the lift it has 205-30-12 low pros and ran 15 tops
After the lift it has 23x10.50-12's and runs 14 tops
Battery pack after charge is 38.4
Here is a video run with a DMM plugged in to the charging receptacle for reading. Does this look normal, bad, fair or good readings for the batteries under load. Our terrain is mainly flat, this cart never see's off road mainly a campground cruiser.

I don't see any red flags there. Remember cold weather reduces performance... Basically for 36v and 400 control in the cold that is about the performance I would expect. I would be thinking about a voltage increase for more speed.
